Union Budget 2018-19: Capital spending pegged at Rs 1.5 lakh crore for railways.
- The Railways may spend the highest ever plan size in Budget 2018-19 with sources pegging a figure close to Rs 1.5 lakh crore of capital expenditure.
- The Budget may give around Rs 55,000 crore to Railways as budgetary support same as last year.
- The rest the national transporter will source through a loan from the LIC and other avenues.
- Sources suggested that around Rs 49,000 crore the Railways plans to draw from the LIC money.

Union Budget 2018: A Big role for private players in providing health services.
- Healthcare was one of the key focus areas of Union Budget 2018 with finance minister Arun Jaitley announcing world’s largest government-funded healthcare programme.
- The Rashtriya Swasthya Bima Yojna (RSBY), which was renamed the National Health Protection Scheme (NHPS) in 2016, already has an annual allocation for it in the budget.
- National Health Policy 2017 proposes “strategic purchasing” of services from secondary and tertiary hospitals for a fee.
- So that people can go to both public and private healthcare providers for treatment.
To counter China, a new tunnel to build at 13,700 feet in Arunachal Pradesh.
- The government plans to build a tunnel at an elevation of 13,700 feet in Tawang, a strategically located town in Arunachal Pradesh bordering China.
- The tunnel will go through the Sela Pass, Finance Minister Arun Jaitley announced while presenting the Union Budget.
- The proposal to build the Sela Pass comes amid concerns over Beijing’s growing assertiveness along the nearly 4,000 km-long China-India border.
- The Sela Pass is located between the Tawang and West Kameng districts of Arunachal Pradesh.

India joins Ashgabat agreement.
- India has joined the Ashgabat agreement, which will be setting up of an international transport and transit corridor linking central Asia with the Persian Gulf.
- Turkmenistan, as depository State of Ashgabat Agreement, informed India that all the four founding members have consented to the accession of India.
- Besides Turkmenistan, the other founding members of the agreement are Iran, Oman and Uzbekistan and these countries had signed the pact on April 25, 2011.
Railways to spend over Rs 73,000 crore on safety.
- Railway minister Piyush Goyal said the Railways will focus on the use of technology to ensure safety on its network.
- It would spend over Rs 73,000 crore, or half the capital expenditure earmarked, on safety.
- This money will be spent on projects relating to signalling and telecommunication system and track renewal.
- The government is drastically scaling up investments by almost three times to Rs 1,46,500 crore in 2018-19.
- He added that the railways would get a support of Rs 55,000 crore from the finance ministry.
Bhutan opens a consulate in Guwahati, Assam.
- Bhutan opened a consulate general’s office in Assam’s capital Guwahati on Friday
- It is the second country to set up its consulate general in the Indian subcontinent after Bangladesh.
- The event coincided with the 50th anniversary of the Bhutan-India relationship.
- Bhutanese foreign minister Damcho Dorji and Assam CM Sarbananda Sonowal opened the consulate in the presence of Bhutanese PM Tshering Tobgay.
- Dorji announced a Bhutan-Guwahati-Singapore flight service would be launched.

- The eldest son of late Cuban revolutionary leader Fidel Castro, Fidel Castro Diaz-Balart, committed suicide on Thursday.
- Castro Diaz-Balart, also known as “Fidelito”, or Little Fidel, was initially hospitalized for depression and then continued treatment as an outpatient.
- Castro Diaz-Balart, who had been attended by a group of doctors for several months due to a state of profound depression, committed suicide this morning,” Cubadebate website said.
- Fidelito was born in 1949 out of his father’s brief marriage to Mirta Diaz-Balart.
- Through his mother, he was the cousin of U.S. Representative Mario Diaz-Balart and former U.S. Congressman Lincoln Diaz-Balart.

- Amazon.com reported a profit of nearly $2 billion, the largest in its history.
- The world’s largest online retailer’s net income more than doubled to $1.86 billion, or $3.75 per share in the fourth quarter ended December 31.
- Net sales increased 38 percent to $60.5 billion, compared with $43.7 billion in the year-ago period.
- However, international business witnessed a loss of about $3 billion, largely due to spends in India.
- The company, which is competing with home-grown Flipkart, is burning cash to offer discounts for capturing the growing Indian market.
- Amazon reported about $3.06 billion losses from international operations for the year ended 2017, against a loss of $1.2 billion last year.

- Information and Broadcasting ministry is planning the expansion of Doordarshan’s news broadcast to around 100 countries.
- Currently, DD India primarily produces cultural and general entertainment programmes for broadcast in overseas.
- It also produces news and current affairs programmes for broadcast in countries like Nepal, Bangladesh, Sri Lanka, China and the United Arab Emirates.
- The decision to broadcast will depend on the cost of engaging a local cable for carrying the Indian channel as well as stationing correspondents in that particular country.
- The initiative would put India in the league of countries like the UK and China whose public broadcasters reach a number of countries.

- Singh, who was suffering from breathing problems was admitted to the hospital for nearly a month, was 79 years old.
- He was a seven-time MLA from UP and state minister under both BJP and Congress governments.
- He is survived by his five daughters.
- Singh had started his political career with the Congress in 1974, winning his first election from Kairana.
- A two-time MLA from Congress and one-term Janata Party (Secular) legislator, he joined BJP in 1995.
- As the BJP candidate, he won from Kairana in 1996, 2002, 2007 and 2012. While he lost the 2009 Lok Sabha elections, he won in 2014.

Maharashtra to appoint 30 PROs to act as ‘link’ between state and media.
- The Maharastra state government has decided to appoint 30 public relations officers for its ministers’ offices.
- As per the government resolution (GR) issued by the general administrative department (GAD), the public relation officers for 30 departments will serve as a “link” between minister’s office.
- The state is going to spend Rs90 lakh per year on the PROs.
- They will be paid a monthly honorarium of Rs 25,000 and will be in office for a “two-year period or till the Cabinet is dissolved”.
Indian Army Chief Gen Bipin Rawat to visit Nepal – Current Affairs February 2018
- Indian Army Chief Gen Bipin Rawat will make a four-day visit to Nepal next week when he will participate in the Nepal Army Day celebrations in Kathmandu.

Google fined Rs 136 crore in India for ‘search bias’.
- Search engine major Google has imposed a fine of Rs 136 crore by the Competition Commission of India for unfair business practices in the Indian market.
- Matrimony.com and Consumer Unity & Trust Society (CUTS) in 2012, said the penalty is being imposed on Google for infringing anti-trust conduct.
