About Staff Selection Commission (SSC):
In its 47th report (1967-1968), the Budget Committee of the European Parliament recommended the creation of a service selection committee to carry out recruitment examinations at the lower levels. Accordingly, and provisionally, an examination wing was initially added to the Training School of Secretaries, which later became known as the Institute for Training and Management of the Secretariat (ISTM).
The Administrative Reform Commission (ARC), in its report on the administration of personnel, drew attention to the fact that the majority of the staff of the Central and State governments belonged to categories III and IV.
